I have a LINK 45 system making a 2 mile or so hop at best. Signal strength is -69dbm. Is that good bad or indifferent? It seems to be dropping out every now and then.

It depends on what antennas you have and what your power level is.
Assuming you have the 23 dBi model and are running 17 dBm tx power, then RSL should be -54 for 2 miles. The path loss is about 118 dB, so Tx Power + Antenna Gain Tx + Rx Antenna Gain - 118 = Expected RSL.
-69 is above what is needed for max modulation, but if it isn't aligned right it won't hold up as well to adverse conditions.
