Giga 2.5.1 Release Candidate

This release fixes problems with low RSSI at boot-up (fixed by setting target rssi), and contains updated switch initialization settings which we hope will resolve the traffic stops problems for customers that have reported problems with traffic stopping when the link looks good.

To upgrade, please follow the instructions to upgrade to 2.5.0, but replace the 2.5.0 idu firmware file with this one from 2.5.1. If you're already running 2.5.0, simply transfer this file, use bootimage upgrade 2 and reboot.
