Rateshift Qualifications for UpShift

In order for rateshift to upshift the link after it has downshifted, the following conditions must be met with Giga 2.5.

If the target is set to -48, the speed will upshift if:
1) The actual RSSI is -52 or greater (-48-4) at the end of 5 minutes after
it first passes the target-4 dB threshold.

AND

2) The MSE is greater than -30 dB at the end of 5 minutes after it first
passes the -30 dB threshold.

In previous software releases for Giga, it was required that the target rssi be set 3-5 dB below the actual/normal unfaded RSSI. It is still suggested that the targetrssi be set about 3 dB lower than the normal operating RSSI, since the antenna may move in high winds during a storm.
