Intermittent download speed

Originally from ticket #8034.

Upload speed 2.3 mbps, download speed .09 mbps. Best upload 2.78 mbps. Signal strength 2 yellow lights solid and 2 flashing. Have had this variable download speed problem for several years. Can you suggest what the problem might be?
